Lisbon transport in 2026: what a pass costs and who rides free

Lisbon did something unusual in 2026: it left the monthly passes alone. Occasional fares rose with inflation, but the pass that most residents actually buy did not move.

The monthly passes

Navegante Municipal costs 30 euros and covers one municipality. Navegante Metropolitano costs 40 euros and covers the whole Lisbon metropolitan area — all eighteen municipalities, across Carris, Metro, CP, Fertagus, Transtejo and Carris Metropolitana. Both prices were frozen for 2026, the seventh consecutive year without an increase.

Who pays less

Travel is free up to the age of 23. From 65, the pass costs 20 euros.

That second figure is worth stating plainly, because it is frequently reported as free travel for pensioners. It is not free. It is reduced.

Single tickets did go up

The regulator applied an inflation adjustment of about 2.28 percent to occasional fares. A single Carris ticket bought on board went from 2.20 to 2.30 euros; bought in advance it is 1.90. Metro is 1.90 pre-purchased. Ferry and Fertagus fares rose by a few cents.

The pattern is deliberate: regular users are protected, visitors and occasional riders carry the increase. If you are staying more than about two weeks, the monthly pass is almost certainly cheaper than singles.
